국제통화기금(IMF)의 새 총재로 불가리아 출신 여성 경제학자 크리스탈리나 게오르기에바(66)가 사실상 확정됐다.
IMF 집행이사회는 11일 게오르기에바가 단수로 새 총재 후보에 올랐다고 밝혔다.

이사회는 이번 주중 게오르기에바와의 면담절차를 거쳐 조만간 새 총재를 확정발표한다.

게오르기에바와는 미국과 유럽 등 지분의 과반을 보유한 나라들로 부터 지지를 얻고 있다.

남은 절차는 단순 요식일 뿐 새 총재 지명을 확정적이다.

여성이 IMF 총재에 오르는 것은 라가르드에 이어 역사상 두번째이다.

IMF는 올 66세인 게오르기에바를 위해 후보 추천 마감일을 하루 앞둔 지난 5일 총재 연령에 65세 상한제한규정까지 폐지했다.
게오르기에바는 불가리아 출신이다. 불가리아 소피아 국립경제대학에서 정치경제학과 사회학을 공부하고 경제학박사학위를 땄다.(Kristalina Georgieva holds a PhD in Economics and an MA in Political Economy and Sociology from the Karl Marx Higher Institute of Economic, presently the University of National and World Economy, in Sofia.)

박사학위 논문은 미국에 있어서의 환경정책과 경제성장 간의 상관관계 연구이다. (Environmental Protection Policy and Economic Growth in the USA) 박사 학위 취득후에도 영국 런던대와 미국 MIT 둥에서 박사후 과정을 밟았으며 100여편의 논문을 발표했다. 미시경제학 교과서를 집필하기도 했다.(She also did post-graduate research and studies in natural resource economics and environmental policy at the London School of Economics in the late 1980s and at the Massachusetts Institute of Technology. She has written over 100 academic papers and has also authored a microeconomics textbook.)

호주 국립대 미국 MIT대 하버드대 예일대 그리고 중국 칭화대학 등에서 연구와 강의를 하기도 했다.( She held a range of academic and consulting positions in Bulgaria and the US, and has lectured on development topics in universities, including the Australian National University, Massachusetts Institute of Technology, Tsinghua University, Yale University, Harvard University, London School of Economics, the University of the South Pacific and others. 불가리어어는 물론 영어 러시아오 그리고 프랑스 등을 구사할 수 있다. (Georgieva is fluent in Bulgarian, English, and Russian, and can also speak some French.)

세계은행에서 환경을 담당하는 경제학자로 활동했으며 2017년부터는 럽연합(EU)의 정부로 볼 수 있는 EU 집행위원회에서 예산, 인권, 국제협력 부문의 집행위원을 지냈다. 전임 라가르드 IMF 총재는 오는 11월 유로존의 통화·금융정책을 관할하는 유럽중앙은행(ECB) 총재에 취임한다.

다음은 게오르기에바 총재직 아래 6개 직위 중 하나다. 올 초 김용 세계은행 총재가 돌연 사퇴하자 4월까지 총재 권한대행을 맡기도 했다. 2010년 유럽연합(EU) 집행위 위원으로 국제무대에 첫발을 내디딘 그는 2014년부터 2년간 EU 집행위 부위원장을 지냈다. 2015년에는 반기문 유엔 사무총장의 뒤를 이을 여성 후보에 오르기도 했다.

Georgieva (@KGeorgieva) has been CEO of the World Bank since January 2017. She has been nominated as a candidate to be Managing Director of the IMF and is on a leave of absence during the nomination period.

From February 1, 2019 to April 8, 2019, Georgieva was the Interim President for the World Bank Group. As Interim President, Georgieva was responsible for the World Bank Group’s efforts to end extreme poverty by 2030 and to boost shared prosperity around the world.

As CEO of the World Bank, which comprises of the International Bank for Reconstruction and Development and the International Development Association, Georgieva has built support across the international community to mobilize resources for poor and middle-income countries and to create better opportunities for the world’s most vulnerable people.

Previously Georgieva, a Bulgarian national, helped shape the agenda of the European Union starting in 2010, first as Commissioner for International Cooperation, Humanitarian Aid and Crisis Response, where she managed one of the world's largest humanitarian aid budgets and established herself as a global champion for resilience. As the European Commission Vice President for Budget and Human Resources, Georgieva oversaw the European Union's €161 billion (US $175bn) budget and 33,000 staff across its institutions around the world, and tripled funding available to the refugee crisis in Europe.

Georgieva has built a reputation as a gender equality champion, humanitarian, and leader in the global fight against climate change. As co-chair of the Global Commission on Adaptation, she is working alongside Ban Ki-Moon and Bill Gates to bring the issue of climate change adaptation on equal footing with mitigation on the policy agenda. At the World Bank and the European Commission, she has driven progress on gender balance, pushing toward a target of 40 percent women in management by 2019 at the European Commission, and achieving parity in senior management at the World Bank. And as co-chair of the United Nations Secretary-General's High-Level Panel on Humanitarian Financing, she secured the adoption of a much more effective system to meet the needs of record numbers of vulnerable people.

Before joining the European Commission, Georgieva had a successful tenure at the World Bank, starting in 1993 as an Environmental Economist, and eventually becoming Director for Environment and Social Development for the East Asia and Pacific Region and then Director in charge of environmental strategy, policies and lending. In 2004, Georgieva was made Director for the Russian Federation, based in Moscow. From 2007 to 2008, she was Director for Sustainable Development in charge of policy and lending operations in infrastructure, urban development, agriculture, environment and social development, including support to fragile and conflict-affected countries. In this role she oversaw around 60% of lending operations of the World Bank Group. From 2008-2010, she was Vice President and Corporate Secretary, serving as the interlocutor between the World Bank Group’s senior management, its Board of Directors, and its shareholder countries. In the wake of the 2008 international financial crisis, she played a key role in the World Bank's governance reform and accompanying capital increase.

Deeply knowledgeable on international development and finance, Georgieva is broadly recognized for her ability to build broad consensus and turn strategies into practice. She has more than 100 publications on environmental and economic policy topics, including a textbook on microeconomics.

Kristalina Georgieva was born in Sofia, Bulgaria, in 1953. She holds a Ph.D in Economic Science and a M.A. in Political Economy and Sociology from the University of National and World Economy, Sofia, where she was an Associate Professor between 1977 and 1991.
