미국 경기회복은 빈말? 기업인 체감경기 9년래 최저... NFIB 낙관지수 95.2

[글로벌이코노믹 경제연구소 김대호 소장] 미국의 거시경제 지표가 당초 예상보다 전반적으로 부진해 경기에 빨간불이 들어온 가운데 소기업들의 체감경기를 나타내주는 낙관지수가 9개월 만에 가장 낮은 수준으로 떨어졌다.

미국 일각에서는 경기가 과열 조짐을 보이고 있다면서 이를 진정시킬 목적으로 금리인상이 필요하다고 주장하고 있지만 현장의 기업인에게는 아직 체감되지 못하고 있는 것이다.
미국의 개인사업자연맹(NFIB)은 15일 지난 3월의 소기업 낙관지수가 전달보다 2.8포인트 하락한 95.2에 그쳤다고 발표했다.

이는 지난 2014년 6월 이후 9개월 만에 가장 낮은 수준이다. 95.2의 낙관지수는 당초 시장의 예상치였던 98보다도 더 부진한 것이다.

소기업 낙관지수(Optimism Index)란 NFIB가 1615개 개인사업체를 대상으로 경기에 대한 체감도를 물어 구한 지표이다.

100을 기준으로 호황 또는 불황을 가늠하고 있다.

이 지수는 1973년부터 작성되어 왔다. 초기에는 분기별로 조사하다가 1986년 이후에는 월별로 작성하고 있다. 현장의 경기 상태를 파악하는 주요 지표의 하나이다.

설문 항목은 모두 10개로 구성되어 있다.
이번 조사에서는 10개의 설문에서 낙관지수가 하락했다. 그중에서도 특히 일자리 창출 계획과 자본 지출 계획이 큰 폭으로 내렸다.

일자리 창출 계획은 전월에 비해 2포인트 하락하면서 10, 자본 지출 계획은 전월 대비 2포인트 내린 24에 각각 그쳤다.

지금이 사업을 벌이거나 확장할 만한 좋은 타이밍인가라는 문항에 대해서는 겨우 10%만이 ‘그렇다’고 응답했다.

U.S. small business confidence fell in March as hiring and capital spending plans weakened, adding to signs that economic growth braked sharply in the first quarter.

The National Federation of Independent Business said on Tuesday its Small Business Optimism Index dropped 2.8 points to 95.2 last month. The decline in the NFIB is in line with softer data on employment growth and manufacturing.

Economic growth in recent months has been dampened by harsh winter weather as well as a now-settled labor dispute at the normally busy West Coast ports, softer global demand and a stronger dollar.

The economy is estimated to have expanded at a sub-1.5 percent annual rate in the first quarter after growing at a 2.2 percent pace in the final three months of 2014.

"Not a recession scenario overall for sure, but there is not much growth energy in the economy," said NFIB chief economist William Dunkelberg.

All 10 components of the index fell last month, with sharp declines in labor market indicators.

The share of small business owners saying they could not fill open positions dropped five points last month from a near nine-month high in February, which could see tepid wage growth persist for a while.

That accounted for 15 percent of the decline in the NFIB index last month. In addition, plans to create new jobs fell two points. Dunkelberg said this suggested a softer job market in the second quarter of 2015.

The government reported early this month that nonfarm payrolls increased only 126,000 in March, ending 12 straight months of job gains above 200,000.

The NFIB survey found a two point decline in capital spending plans. The share of small businesses increasing inventories fell three points last month to just one percent.

Businesses were downbeat on prospects for the next six months and the outlook for sales and earnings.
