[글로벌 CEO] FOMC 비둘기 윌리엄스 FRB 총재 금리인상 "아직"

존 윌리엄스 뉴욕 연방준비은행 총재가 FOMC의 금리인상에 대해 비들기파적인 입장을 밝혀 주목을 끌고있다.

윌리엄스 총재는 한국시간 15일 미국외교협회(CFR) 주최한 행사에서 "통화 완화 테이퍼의 그 다음 조치는 기준금리를 현재의 매우 낮은 수준에서 좀 더 정상적인 수준까지 점진적으로 올리는 것"이라면서 "노동시장이 매우 강하다는 분명한 신호들을 고려할 때 FOMC는 그 절차를 시작하기 위한 결정에 서서히 다가서고 있다"고 강조했다. 윌리업스 총재은 그러나 뉴욕증시 일각의 3월 금리인상과 테이퍼링 조기 종료는 전혀 결정되지 않은 가까뉴스라면서 추가 통화긴축과 간련하여 결정된 것은 아직 아무것도 없다고 밝혔다. 윌리엄스 총재는 이같은 발언은 연내 금리인상의 횟수나 첫 금리인상 시점 등에 관한 구체적인 언급을한 다른 FOMC 위원들의 매파적 발언과는 결이 다른 것이다. 윌리엄스 총재는 특히 점진적 금리인상을 강조했다.
미국 FOMC에서 뉴욕 연방준비은행 총재가 갖는 위상은 막강하다. 12개 연준 총재 중에서 뉴욕 총재 만은 FOMC 투표권이 영구적으로 보장된다. 나머지 다른 연준 총재들은 돌아가면서 4명씩 1`년동안 순차적으로 FOMC위원을 맡는다.

월리엄스 총재의 발언 이후 뉴욕증시에서는 나스닥지수등이 상승 마감했다. 뉴욕 증권거래소(NYSE)에서 다우존스30산업평균지수는 전장보다 201.81포인트(0.56%) 하락한 35,911.81로 마쳤으나 스탠더드앤드푸어스(S&P)500지수는 전장보다 3.82포인트(0.08%) 오른 4,662.85를, 기술주 중심의 나스닥 지수는 86.94포인트(0.59%) 오른 14,893.75로 마감했

존 윌리엄스 총재는 미국 스탠포드 대에서 박사학위를 딴 이코노미스트이다. 백악관 졍제자문위원회 선임이코노미스트로 일하기도 했다.

Mr. Williams was previously the president and chief executive officer of the Federal Reserve Bank of San Francisco. Prior to that, he was the executive vice president and director of research for the San Francisco Fed, which he joined in 2002. Mr. Williams has been a strong advocate for policies to stimulate the economy and get Americans back to work in the wake of the Great Recession. He has produced seminal research on such critical monetary policy issues as the Zero Lower Bound and the neutral rate of interest.

As CEO of the San Francisco Fed, Mr. Williams focused on the development of the next generation of Federal Reserve leaders and fostered a culture of innovation, continuous learning, collaboration and mutual respect. He was a champion of creating a diverse workforce as well as an inclusive culture and under his leadership, the bank made significant strides in achieving greater diversity at all levels, most notably among its senior leadership team.

He began his career in 1994 as an economist at the Board of Governors. Additionally, he served as a senior economist at the White House Council of Economic Advisers and as a lecturer at Stanford University’s Graduate School of Business.
Mr. Williams has a PhD in economics from Stanford University, and a Master of Science from the London School of Economics, and an A.B. from the University of California at Berkeley. Mr. Williams’ research focuses on topics including: monetary policy under uncertainty; innovation; and business cycles.
Mr. Williams is married with two sons.
