[심층분석] 중간선거 이후 미국 경제정책 어디로?

영국의 저명 경제지 파이낸셜 타임즈는 미국의 중간선거에서 압승한 공화당이 오바마 대통령에게 경제정책의 기조를 '친기업'쪽으로 대폭 선회하라고 압력을 가할 것이라고 전망하는 내용의 기사를 최근 게재해 관심을 끌고 있다. 중간선거 이후 미국 경제정책이 어떻게 변화할 지 파이낸셜 타임지의 보도를 전문 번역해 소개한다. <편집자주>

새로 다수당이 된 공화당이 오바마를 세금 감면, 환경 규제 완화, 무역 협정 등 친기업적인 개혁으로 압박할 예정이다.
화요일 중간 선거에서 공화당은 민주당을 상대로 압도적인 승리를 거둬서 2006년 부시 정권 이후 처음으로 상, 하원 의회에서 우위를 차지하게 되었다.

오바마의 마지막 2년의 임기에 대한 대답으로 공화당은 총 100명인 상원의회에서 9개의 의석을 더 얻게 되었다. 이로 인해 새로 다수당 대표가 될 미치 맥코넬이 안정적으로 54명의 의원들을 이끌게 된다.

하지만 양측은 이민에 대해서는 합의하지 못하고 있다. 오바마는 100만명의 불법체류자의 지위에 대해서 이번 년도 안에 의회를 통하지 않고 행정 명령으로 해결 할 것이라고 재차 강조했다.

맥코넬은 이러한 행동은 공화당원들에게 마치 황소 앞에 빨간 깃발을 흔드는 것 같은 효과가 있을 것이며, 이후의 임기 동안 의회와의 관계에도 많은 영향을 미칠 것이라고 말했다.

공화당은 민주당과 비교해서 규제를 철폐하는 안건을 가지고 있다. 공화당은 이 같은 정책이 경제성장과 일자리 창출에 긍정적인 영향을 미칠 것이라고 기대하며, 민주당의 지지 기반을 약화시킬 것이라고도 생각한다.

또한 공화당과 많은 수의 민주당원들은 환경에 대한 우려 때문에 지연되어 왔던 키스톤 XL 파이프라인이 캐나다에서 석유를 들여오는 것을 지지하고 있다.

상, 하원 의회 모두 다수를 공화당이 차지해서 의료 기기에 대한 세금을 없앨 지지 기반이 될 수도 있다. 이 세금은 오바마의 헬스 케어를 위한 기금을 마련하기 위한 세금이다.

공화당은 선거 결과를 지지율이 약한 현 대통령뿐만 아니라 다음 대선 후보가 될 확률이 높은 힐러리 클링턴에게도 연결시켰다.

하지만 공화당 역시 문제가 없지는 않다. 티파티의 상원의원들이 대거 선출되면서, 오바마의 헬스 케어를 아예 없애는 등의 급진적인 개혁을 요구할 확률이 높다.

맥코넬은 공화당이 다수당으로서 올바르게 처신할 수 있다는 것을 보여줘야 하며, 백악관에 대한 불필요한 대치는 피하라고 경고했다.

수요일 오후에 맥코넬은 회유적인 발언을 하면서, 아예 헬스 케어를 없애거나 정부를 배제하는 행동은 하지 않겠다고 말했다. 그는 “미국 시민들이 권력이 나눠진 정부를 원했지 정부가 아무것도 하지 못하는 것을 원하지는 않았다,” 라고 말했다.

시장은 선거 결과에 긍정적으로 반응했다. 주식 거래는 역대에 가까운 성적을 거두었고 달러는 평가 절상되었으며 정부 채권은 살짝 올랐다.

몇 년간의 이어진 의회의 비난 이후에 월스트리트는 2010년 은행과 감독기관에 새로 만든 규제를 철폐하기로 약속한 공화당 상원의회를 반길 것이다. 상원의회의 은행 위원회는 알라바마의 리차드 쉘비에게 돌아갈 확률이 높다. 그는 2010년 Dodd-Frank 법은 지지하지 않지만 거대 은행들에 대한 더 큰 자금 수요량을 주장한다.

The newly elected Republican Congress will press US President Barack Obama to enact a sweeping pro-business agenda which cuts taxes, strips the energy sector of regulation and supports new trade deals.

The Republicans overwhelmed the Democrats in election victories across the country in Congress and in governor’s races on Tuesday night as they regained control of Capitol Hill and the legislative agenda for the first time since 2006 when George W Bush was in the White House.

In a repudiation of Mr Obama at the start of his final two years in office, the Republicans are set to gain nine seats in the 100-member Senate, giving the incoming majority leader, Mitch McConnell, a reasonable 54-46 cushion in the chamber, although legislation usually needs 60 votes.

The party is also on track to increase its majority in the House of Representatives to the largest since 1928, after a night which gave the party a sharp psychological boost after sweeping defeats in the last two presidential elections.

“There is no doubt that Republicans had a good night,” Mr Obama told reporters, while insisting that voters had sent a broader message for several elections that they wanted more bipartisan co-operation in Washington.

“The American people overwhelmingly believe that this town doesn’t work well and that it is not attentive to their needs. And as President, they, rightly, hold me accountable to do more to make it work properly,” he said.

The Republican Congress has offered backing for Mr Obama on a policy for which he has not been able to attract Democratic support – congressional authority for a stronger hand in trade negotiations with Asia-Pacific countries and Europe. Mr Obama leaves for an eight day trip to Asia this weekend.

“I think (Mr Obama is) interested in moving forward,” Mr McConnell said.

Mr Obama and Congress could also work together on infrastructure spending, business tax reform, cyber security and reforms to sentencing to keep people out of jail for misdemeanours, White House officials said.

But the two sides remain deeply divided on immigration, with Mr Obama reiterating his commitment to bypass Congress before the end of the year with an executive order addressing the status of millions of illegal immigrants.

Mr McConnell said such action would be a “red rag to a bull” for Republicans and could poison the president’s relations with Congress for the remainder of his term.

The Republicans have a much larger deregulatory agenda which they believe they can sell as good for economic growth and job creation – and which they believe will also split the Democratic base.

Republicans and a sizeable number of Democrats will support approval for the Keystone XL pipeline to carry crude from Canada across the US. It has been held up on environmental objections.

A bipartisan majority in both houses could also back a speedy repeal of the tax on medical devices, which was included in Mr Obama’s health legislation to fund reform of the sector.

The Republicans moved quickly to tie the result not just to an unpopular president but also to Hillary Clinton, the likely Democratic 2016 candidate, who campaigned heavily in the lead-up to Tuesday’s poll.

The “historic” vote “was a direct rejection of Barack Obama and Hillary Clinton’s policies,” said Reince Priebus, the Republican National Committee chairman, who said Mr Obama’s remarks suggested he had not got the message.

But Republicans face challenges of their own, with an influx of Tea Party-tinged senators potentially demanding more radical changes, such as repealing Mr Obama’s health law altogether.

Mr McConnell has made it clear the Republicans must prove they can govern with their new majority and has warned against unnecessary confrontation with the White House.

He struck a conciliatory tone on Wednesday afternoon, ruling out a full repeal of the landmark healthcare legislation or a shutdown of government. “When the American people chose divided government, I don’t think it means they didn’t want us to do anything,” he said.

Markets responded positively to the election result, with US equities trading close to record territory while the dollar rose and government bond yields were a touch higher.

After years of withering criticism from Congress, Wall Street will welcome a Republican Senate which has pledged to roll back parts of the 2010 law which imposed new rules on banks and their regulators after the 2008 financial crisis.

But it will not be plain sailing for the financial sector. The chairmanship of the Senate banking committee will probably go to Richard Shelby of Alabama, who does not support the 2010 Dodd-Frank law, but who has also called for additional capital requirements for the biggest banks.
