G20 정상들은 현지시간 9일 저녁 독일 함부르크에서 폐막하면서 공동성명을 발표했다.
그에 따라 G는 선진국과 신흥시장국들을 한자리로 가져옴으로써 세계화의 혜택을 모든 사람들이 얻을 수 있는 방향으로 이끌어가려는 의지를 갖고 있다고 천명했다.

공동성명 전문
우리 G20 국가의 정상들은 세계경제의 주요한 도전에 대응하고 세계의 번영과 안위에 기여하기 위해 2017.7.7(금)~7.8(토)간 독일 함부르크에서 만났다.
국제 경제협력을 위한 최상위 협의체로서 G20는 우리 시대의 도전 극복과 상호연계된 세계 구축을 공동의 목표로 갖고 있다. G20는 10여 년 전 세계경제 및 금융 위기 시 경제와 금융시장 안정에 핵심적 역할을 함으로써 그 강점을 드러내었다. 함께 행동하면 혼자 행동하는 것보다 더 많은 것을 이룩할 수 있다는 진리는 그 당시뿐만 아니라 오늘날에도 유효하다.
세계화와 기술변화는 경제성장을 촉진하고 전 세계의 생활수준을 향상시키는 데 크게 기여했다. 그러나 세계화는 다른 도전들을 만들었으며 그 혜택은 충분히 널리 공유되지 못했다. G20는 선진국과 신흥시장국들을 한자리로 가져옴으로써 세계화의 혜택을 모든 사람들이 얻을 수 있는 방향으로 이끌어가려는 의지를 갖고 있다. 가장 중요하게는 우리 국민이 이 기회를 더 잘 잡을 수 있게 해야 한다.
우리는 테러리즘, 난민, 빈곤과 굶주림, 보건위협, 고용창출, 기후변화, 에너지 안보, 성 불평등을 포함한 불평등 등 세계공동체가 직면하는 공통의 도전을 극복하는 것이 지속가능한 발전과 안정의 기초를 이룬다고 보고 이를 해결할 것을 결심한다. 우리는 이러한 도전들을 해결하기 위해 규범에 기반한 국제질서 위에서 개발도상국을 포함하여 계속 함께 노력할 것이다.
특히 2016년 항저우 G20 정상회의 등 이전 정상회의 결과들의 연장선상에서 우리는 오늘 회복력 구축, 지속가능성 제고 및 책임성 증진이라는 세 가지 목표를 달성하기 위한 구체적인 조치를 취할 것을 결정한다.
세계화의 혜택 공유
세계경제의 번영 : 여전히 세계경제의 성장속도가 바람직한 수준에 미치지 못하고 있기는 하지만, 현재의 경제전망은 고무적이다. 우리는 세계경제 성장을 한층 강화하고 하방 위험으로부터 지키기 위한 국제경제·금융 협력을 해나가겠다는 우리의 다짐을 재확인한다. 우리는 경제·금융 회복력을 제고하는 동시에 우리의 목표인 강하고, 지속가능하며, 균형 잡힌 포용적 성장을 이루기 위해 앞으로도 개별국가뿐 아니라 G20 회원국이 다함께 통화, 재정 및 구조개혁 정책 등 가용한 모든 정책수단을 활용할 것이다. 통화정책은 중앙은행이 부여받은 임무에 부합하게 경제활동을 지원하고 물가를 안정시킬 것이다. 재정정책을 유연하고 성장친화적으로 사용하는 한편, GDP 대비 부채 비율이 지속가능하도록 유지할 것이다. 우리는 구조개혁에 대한 우리의 공약을 강화한다. 우리는 환율과 관련된 기존 합의를 재확인한다. 우리는 세계경제 성장을 지원하는 방식으로 과도한 글로벌 불균형을 줄이기 위해 노력할 것이다. 우리는 경제성장과 일자리 창출을 추진함에 있어 포용성, 공정성, 평등성을 증진시킬 것이다. 이를 위해 우리는 함부르크 액션 플랜을 승인한다.
무역과 투자 : 국제무역과 투자는 성장, 생산성, 혁신, 고용창출 및 개발의 중요한 동력이다. 우리는 상호 호혜적인 무역과 투자의 프레임워크와 비차별 원칙의 중요성을 인식하며 적법한 무역보호수단의 역할을 인식하는 동시에 모든 불공정 무역관행을 포함한 보호주의를 계속해서 맞설 것이다. 우리는 이러한 점에서 특히 무역과 투자에 우호적인 환경을 조성함으로써 공정경쟁의 장을 보장하기 위해 노력할 것이다. 우리는 예측 가능하고 호혜적인 무역관계를 위해 투명성이 중요함을 재확인한다. 이를 위해 우리는 세계무역기구(WTO), 유엔무역개발회의(UNCTAD), 경제협력개발기구(OECD)의 권한 내 감독활동을 평가한다. 우리는 G20 무역과 투자협력을 계속 강화해갈 것을 약속한다. 우리는 G20 무역투자협력을 계속 강화할 것을 다짐한다. 우리는 경제협력개발기구(OECD), 세계무역기구(WTO), 세계은행그룹(WBG), 그리고 국제통화기금(IMF)이 무역의 효과에 대한 이해를 제고하는 작업을 계속하고 이를 2018년 G20 정상들에게 보고할 것을 요청한다.
우리는 국제무역과 투자의 혜택이 충분히 넓게 공유되지 못했음을 인정한다. 우리는 사람들이 경제적 세계화의 기회와 혜택을 보다 잘 활용할 수 있도록 해야 한다. 우리는 무역과 투자 자유화 및 기술변화의 조정 비용 완화와 적절한 국내정책의 경험을 공유하고 포용적이고 지속가능한 세계경제 성장을 위한 국제협력을 촉진하는 데 동의한다.
우리는 규범에 기반한 국제 무역체제의 중요한 역할을 강조한다. 우리는 양자, 지역 및 복수국 간 무역협정이 개방적이고, 투명하고, 포용적이며 WTO 규범에 일치하는 것의 중요성을 인식하고 동 협정들이 다자무역체제를 보완하도록 할 것을 약속한다. 이러한 점에서 우리는 WTO 무역원활화협정의 발효를 환영하고, 개발도상국에 대한 기술원조 등 동 협정의 완전한 이행을 요구한다. 우리는 모든 WTO 회원국과 함께 제11차 WTO 각료회의의 성공을 위해 노력할 것이다. WTO의 보다 원활한 작동을 위해 우리는 무역규범과 공약의 효과적이고 시의적절한 집행 및 WTO의 교섭, 감독 및 분쟁해결 기능 개선을 위해 협력할 것이다.
국제투자는 포용적 경제성장, 고용창출 및 지속가능한 개발을 촉진시키는 데 중요한 역할을 할 수 있으며 개방적이고 투명하며 촉진적인 글로벌 정책환경을 필요로 한다. 우리는 해외직접투자를 촉진하고 유지하기 위한 전략을 규명해 나갈 것이다.

과잉공급 : 우리는 산업분야의 공급과잉 문제가 국내생산, 교역과 노동자들에게 주는 지속적이고 부정적 영향을 인식하며 이러한 세계적 도전 해결을 위해 공동의 해결책을 찾는 노력을 계속 강화해 갈 것을 약속한다.
우리는 시장을 왜곡하는 보조금과 정부 및 유관기관의 다른 유형의 보조를 없앨 것을 긴급히 촉구한다. 우리 회원국 각자는 진정한 공정 경쟁의 장을 조성하기 위해 공동의 해결책을 내놓기 위한 필요한 조치를 취할 것을 약속한다. 따라서 우리는 OECD가 조율하는 ‘철강글로벌포럼’의 회원국들에게 항저우 정상회의 합의에 따라 2017년 8월까지 정보 공유와 협력을 강화하는 약속을 이행하고, 철강 과잉 공급을 감소시키기 위한 구체적인 정책방안을 신속히 수립할 것을 촉구한다. 우리는 구체적이고 신속한 정책조치를 위한 기초로서 구체적인 정책방안을 담은 충실한 보고서가 2017년 11월까지, 그리고 후속 진전 상황을 담은 보고서가 2018년까지 나오기를 기대한다.
지속가능한 글로벌 공급망 : 글로벌 공급망은 고용창출과 균형적 경제성장의 중요한 원천이 될 수 있다. 그러나 포용적이고 공정하며 지속가능한 세계화를 달성하는 데 있어 도전은 여전히 남아 있다. 지속가능하고 포용적인 공급망을 이룩하기 위해 우리는 UN 기업과 인권 이행 원칙과 ILO 다국적 기업의 원칙과 사회정책에 관한 삼자선언 등 국제적으로 인정된 기본 틀에 따라 노동, 사회, 환경 기준 및 인권의 이행을 장려하기로 약속한다. 이러한 기본 틀을 고수하는 국가들은 또한 OECD 다국적기업 가이드라인도 장려하기로 약속하며 이러한 기본 틀을 고수하지 않는 국가들이 이와 같은 원칙을 준수하는 것을 환영한다.
우리는 국내적으로 기업 및 인권에 관한 국별 행동계획 등 적절한 정책 기본 틀을 수립하기 위해 노력하고 기업들의 상당한 주의의무를 행사할 책임을 강조한다. 우리는 아동노동을 2025년까지 근절하고, 강제노동, 인신매매 및 모든 종류의 현대판 노예제 근절을 위해 즉각적이고 효과적인 조치를 취할 것이다. 우리는 산재사망 및 사고예방을 위한 비전제로기금을 환영하며 기업 등의 참여를 장려한다.
우리는 공정하고 적절한 임금과 사회적 대화가 지속가능하고 포용적인 글로벌 공급망의 핵심 요소임을 강조한다. 우리는 구제에 대한 접근 및 적용 가능한 경우 OECD 다국적기업 가이드라인을 위한 국내 연락사무소와 같은 비사법적 고충 메커니즘을 지원한다. 우리는 다국적기업들이 적절한 경우, 국제적 기본협약을 체결할 것을 장려한다.
금융 포용성을 위한 글로벌 파트너십의 진행 중인 노력을 인식하며 우리는 미소 중소기업의 지속가능하고 포용적인 글로벌 공급망으로의 통합 능력을 증진하는 자금조달, 기술, 훈련시설에 대한 접근성 개선을 증진한다.
디지털화 활용 : 디지털 전환은 세계적, 혁신적, 포용적, 지속가능한 성장의 원동력이며 불평등 감소와 2030 지속가능개발 의제 목표 달성에 기여할 수 있다. 이를 위해 우리는 소득, 나이, 지리적 위치, 성별 등 다양한 측면에서 디지털 격차를 줄여야 한다. 우리는 모든 시민들이 2025년까지 디지털로 연계될 수 있도록 노력할 것이며 특히 저소득 국가들에서의 인프라 개발을 환영한다. 우리는 모든 형태의 교육과 평생학습에서 디지털 문해력과 디지털 능력을 향상해갈 것이다. 우리는 정보통신기술(ICT)이 공공행정의 현대화와 효율성 증진에 있어 핵심적 역할을 함을 인정한다. 우리는 중소기업과 스타트업이 폭 넓은 새롭고 혁신적인 비즈니스 모델의 발전에 핵심적 역할을 함을 인정하고 더 친기업가적인 환경 마련을 위해 이들에게 재원과 서비스에 더 나은 접근을 제공할 것이다.
우리는 디지털경제 발전에 우호적인 조건을 조성하는 것을 목표로 하고, 투자와 혁신을 조성하기 위한 효과적인 경쟁을 보장할 필요가 있음을 인정한다. 우리는 모든 이해 당사자들 간 효과적 협력을 계속해서 증진할 것이고 전산화된 생산, 물품과 서비스를 위한 시장과 산업 주도의 국제기준 개발 및 활용을 장려한다. 이 기준들은 개방성, 투명성, 컨센서스에 기반하며 무역, 경쟁 및 혁신의 장애물이 되어서는 안 된다. 동 기준들은 정보통신기술 이용에 있어서 호환성과 보안을 증진할 수 있다.
디지털 기술에 대한 신뢰는 정보통신기술 이용에 있어 효과적인 소비자 보호, 지식재산권, 투명성, 그리고 보안을 필요로 한다. 우리는 프라이버시와 데이터 보호 및 지식재산권에 관한 법적 틀을 존중하는 한편 정보의 자유로운 이동을 지지한다. G20 디지털화 로드맵은 미래의 우리의 일을 제시해 주는 데 도움을 줄 것이다.
우리는 모든 분야가 혜택을 누릴 수 있는 안전한 정보통신기술 환경 보장에 기여할 것을 공약하며 정보통신기술 활용에 있어 보안문제 공동해결의 중요성을 재확인한다.
우리는 전자상거래와 관련된 WTO 논의와 디지털 경제발전과 무역의 강화를 위한 디지털 교역의 다양한 측면에 관한 여타 국제포럼에 건설적으로 참여할 것이다. 우리는 가능한 경우, 디지털 교역에 관한 예측 가능하고 투명한 틀을 유지하고 향상시킬 것이다. 개도국과 최빈국이 보다 더 디지털교역에 참여할 수 있는 능력을 강화하기 위해 보다 강화된 공조노력이 필요하다.
고용 증진 : 제대로 작동하는 노동시장은 포용적이고 응집력 있는 사회와 회복력 있는 경제에 기여한다. 디지털화는 새롭고 더 나은 일자리 창출의 기회를 제공하는 동시에 기술, 사회적 보호와 일자리의 질 관련 도전을 제기한다. 따라서 우리는 일의 미래에 대비하기 위한 기술 교육 및 훈련의 필요성과 근로생애 동안 지속적인 재훈련 및 능력 향상의 기회 제공이 중요함을 인정한다. 우리는 또한 각 회원국의 국내 사회적 체계 내에서 근로자들이 성공적으로 변화에 적응할 수 있도록 도와줄 필요가 있음을 인정한다.
고용형태의 다양성이 증가하고 있음을 인정하며 우리는 이것이 사회보장과 고용조건에 미치는 영향을 평가하고 신기술, 인구 구성의 변화, 세계화와 변화하는 노동관계 등 세계적 추세를 계속 주시할 것이다. 우리는 노동시장의 전환기중 양질의 고용기회를 제공할 것이다. 우리는 각국의 경험과 관행의 지속적인 교류를 기대한다.
우리는 청년들의 노동시장 통합에 있어 양질의 견습기간을 포함한 직업교육과 훈련의 중요한 역할을 인정한다. 이러한 관점에서 우리는 직업교육이 학교와 직장에서 잘 조율된 양질의 학습기회를 제공하고 정부, 기업, 그리고 사회적 파트너간 협력에 기반을 둘 때 특히 효과적임을 인정한다.
회복력 구축
회복력 있는 글로벌 금융시스템 : 기합의된 국제기준에 기초한 개방적이고 회복력 있는 금융시스템은 지속가능한 성장을 지원하는 데 필수적이다. 우리는 기합의한 G20 금융 분야 개혁안을 마무리하고 시의적절하고 완전하며 일관되게 이행할 것을 약속한다. 우리는 공정한 경쟁의 장을 증진하는 한편 은행부문의 전반적인 필요자본을 추가로 크게 확대하지 않으면서 Basel III 체계를 마무리해 나갈 것이다. 우리는 금융시스템의 새로운 리스크와 취약 요인을 지속적으로 긴밀하게 모니터링하고 필요시 이에 대응할 것이다. 우리는 금융위기 이후 그림자금융을 회복력 있는 시장기반 금융으로 전환하는 데에 있어 상당한 진전이 있었음을 강조하며, 그림자 금융으로부터 야기되는 위험 대응을 위한 모니터링 및 가능한 정책 수단에 대한 금융안정위원회(FSB)의 분석을 환영한다. 우리는 FSB의 금융규제 개혁의 효과에 대한 분석과 구조화된 사후평가 체계를 지지한다. 정보통신기술(ICT)의 악의적 사용이 금융 안정을 저해할 수 있다는 점을 인지하며 우리는 FSB의 관련 작업 진전을 환영하고 2017년 10월 현황분석 보고서를 기대한다.
국제금융체제 : 우리는 세계경제 성장과 지속가능한 개발을 지지할 강하고 효과적이며 대표성 있는 국제경제‧금융기구를 필요로 한다. 함부르크 행동계획에서 제시한 것처럼 우리는 국제자본 흐름을 뒷받침할 시스템을 지속적으로 개선하고, 건전하고 지속가능한 재원조달 관행을 확산시켜야 할 필요성을 강조할 것이다. 우리는 강하고 적정수준의 재원을 갖춘 쿼터 기반의 국제통화기금(IMF)을 중심에 둔 글로벌 금융안전망과 국제금융체제를 강화해 나갈 것이다. 우리는 신규 쿼터공식을 포함한 제15차 쿼터일반검토가 2019년 IMF 춘계회의까지, 늦어도 2019년 IMF 연차총회까지는 마무리되길 기대하며, IMF 대출제도의 효과성 제고를 위해 현재 진행 중인 작업을 지지한다. 우리는 다자개발은행의 민간투자재원 유입 확대에 대한 공동원칙과 목표(함부르크 원칙 및 목표)를 승인하며, 다자개발은행의 재원 최적화 및 인프라와 연계성을 위한 투자 촉진을 위한 작업을 환영한다.
국제조세협력과 금융투명성 : 우리는 전세계적으로 공평하고 현대화된 국제 조세시스템 구축을 위한 작업을 지속할 것이며, 친성장 조세정책을 위한 국제협력을 환영한다. 우리는 세원잠식 및 소득이전 방지를 위한 대응방안(BEPS)의 이행을 위해 지속 노력하며, 모든 해당 조세관할권(tax jurisdiction)이 BEPS 포용적 이행 체제에 참여하기를 독려한다. 우리는 2017년 9월에 첫 시행될 공통보고기준(CRS) 하의 금융계좌 자동정보교환을 기대하며, 모든 해당 조세관할권이 늦어도 2018년 9월까지는 정보교환을 시작할 것을 촉구한다. 우리는 기합의한 조세 투명성 관련 국제 기준을 만족할 만한 수준으로 이행한 조세관할권의 최근 진전사항을 치하하며, 차기 정상회의까지 추가 진전사항을 반영한 OECD의 업데이트된 비협조국 리스트를 기대한다. 리스트에 포함된 조세관할권에 대해서는 방어조치가 고려될 것이다. 우리는 개도국 조세 역량 강화를 계속 지원할 것이다. 우리는 또한 조세 확실성 제고를 위해 노력하고 있으며, OECD와 함께 디지털 경제 하에서의 과세 도전요인에 대응하고 있다. 부정부패, 조세회피, 테러자금지원 및 자금세탁을 방지하기 위한 중요한 수단으로서, 우리는 국내 및 국경간 정보의 가용성을 포함하여, 투명성 및 법인과 법률관계의 실소유주 관련 국제기준의 효과적인 이행을 진전시킬 것이다.
보건 위기 대응을 위한 보호조치 및 보건 시스템 강화 : G20은 글로벌 보건 위기에 대한 예방 및 대응을 강화하는데 중추적 역할을 한다. G20 보건위기 도상훈련 결과를 감안, 우리는 지속적인 신뢰구축 및 분야 간 협력의 가치를 강조한다. 우리는 보편적 의료보장이 2030 지속가능 개발 목표로 승인되었다는 것과 강한 보건 시스템이 보건위기에 효과적으로 대응하는 데에 중요하다는 것을 인식한다. 우리는 UN이 글로벌 보건을 정치적 상위 의제로 유지하고, 보건 인력 양성을 포함하여 전 세계적 보건시스템 강화를 위한 협력 활동을 위해 노력한다. 우리는 국제 보건 규약(IHR 2005)의 이행 및 준수가 효율적인 예방, 준비 및 대응 노력의 핵심임을 인식한다. 우리는 소아마비 완전 퇴치를 위해 노력한다. 우리는 또한 인류의 거대 이동이 주요 보건 위기를 발생시킬 수 있음을 인지하며, 이 주제에 관해 국가들과 국제기구들이 협력을 강화하도록 독려한다. 우리는 특히 역량 개발과 보건 위기 대응에 대한 WHO의 중추적 조정 역할을 지지하며, 이 위기 대응 개혁의 완전한 이행을 독려한다. 우리는 신속한 재원조달 메커니즘과 WHO 보건 위기 프로그램을 포함하여 글로벌 보건 역량 강화를 위한 충분하고 지속 가능한 재정지원을 지지한다. 더욱이, 우리는 전염병대비혁신연합(CEPI)과 같이 WHO 연구개발 청사진에 따른 세계적 공조 모델을 통해 연구개발 준비를 강화해야 할 필요성을 인지한다.
항생제 내성 (AMR) 대응 : 항생제 내성은 공중 보건과 경제 성장을 점차 위협하고 있다. 인간, 동물, 환경에 대한 항생제 내성 확산에 대응하기 위해, 우리는 2018년 말 이전까지 하나의 보건 접근법(one-health approach)에 기반한 국가 행동 계획(National Action Plans) 이행을 목표로 한다. 우리는 모든 분야에서 항생제의 신중한 사용을 장려하고 수의학 분야에서의 항생제 사용을 오직 치료목적에만 한정하도록 노력할 것이다. 식용 동물 대상 책임감 있고 신중한 항생제 사용은 리스크 분석을 하지 않은 성장 촉진제 사용을 포함하지 않는다. 우리는 (의학적) 치료는 의사와 수의사의 처방을 통해서만 가능해야 함을 강조한다. 우리는 대중 인식, 감염 예방과 통제를 강화하고, 환경에서의 항생제 문제에 대한 이해를 증진할 것이다. 우리는 기존의 치료 선택권을 보존하기 위한 노력과 함께 합리적 가격의 양질의 항생제, 백신, 그리고 진단서비스에 대한 접근을 촉진할 것이다. 우리는 특히 WHO에 의해 확인된 우선적 병원균(priority pathogens)과 결핵에 관한 연구개발 강화의 중요성을 강조한다. 우리는 제품 개발과 함께 기존 및 새로운 항생제의 기초 의학적 연구 이니셔티브 영향을 극대화하기 위해 새로운 국제적 연구개발 협력 허브(R&D Collaboration Hub)를 요구하며, 이 새로운 이니셔티브에 관심 있는 모든 국가와 파트너들이 동참할 것을 독려한다. 동시에, OECD, WHO를 포함하여 관련 전문가들과 함께 공조하여 우리는 실용적인 시장 인센티브 방안에 대한 연구를 강화할 것이다.
지속가능한 생명성(livelihood)의 개선
에너지 및 기후 : 강한 경제와 건강한 지구는 상호 강화한다. 우리는 지속가능한 에너지원, 청정에너지 기술 및 인프라에 대한 투자 증대가 혁신, 지속가능 성장, 경쟁력, 그리고 고용창출의 기회임을 인식한다. 우리는 지속가능하고 청정한 에너지에 대한 증대된 혁신과 에너지 효율화를 통해, 온실가스 배출을 감소시키고, 낮은 온실가스 배출 에너지 시스템 달성을 위해 회원국들과 함께 계속 노력할 것이다. 2030 지속가능 개발의제에 합치된, 우리의 경제 및 에너지 시스템 전환 및 강화를 위해 균형적이고 경제적으로 실행 가능한 장기 전략을 추진하는 데에 G20 회원국들은 긴밀히 협력해 나갈 것이다. 에너지 협력에 관한 G20 원칙을 상기하며, 우리는 에너지 안보를 에너지 시스템 전환을 위한 지도 원칙의 하나로 삼고, 개방적이고 유연하며 투명한 에너지 상품 및 기술 시장을 만들기 위해 노력할 것이다. 우리는 지속가능한 청정에너지 기술의 개발, 배치 및 상업화를 위한 국제적 협력을 환영하며, 적정 가격의, 신뢰할 수 있는, 지속가능한 청정에너지에 대한 보편적 접근을 촉진하기 위한 다자개발은행의 재원조달을 지지한다.
우리는 미국의 파리협정 탈퇴 결정에 주목한다. 미국은 미국의 국별결정기여(NDC) 이행을 즉시 중단한다고 발표하고, 경제성장을 지지하며 에너지 안보 수요를 개선하면서 온실가스 배출을 저감시키는 접근법에 대한 강한 의지를 재확인하였다. 미국은, 다른 국가들의 국별결정기여(NDC)에서의 에너지 접근 및 안보의 중요성을 인정하면서, 그들이 좀 더 청정하고 효율적으로 화석 연료에 접근하고 이를 사용할 수 있도록 지원하고, 신재생 또는 여타 청정에너지를 도입하도록 돕기 위해 이들과 긴밀하게 협력하는 데에 노력할 것이다.
여타 G20 회원국 정상들은 파리협정이 되돌릴 수 없음을 선언한다. 우리는 금융지원을 포함하여 개도국의 파리협정에 따른 감축 및 적응 행동에 관한 이행수단 제공 지원을 위한 선진국들의 유엔기후변화협약(UNFCCC)상 의무 이행의 중요성을 재강조하며, OECD의“기후에 대한 투자, 성장을 위한 투자”보고서를 인지한다. 우리는, 국가들이 공통의 차별적인 책임 원칙과 개별 국가의 상이한 능력에 따른 파리협정의 완전한 이행을 위해 신속히 나아가고, 국별 환경이 다르다는 점을 고려하면서, 파리협정에 대한 우리의 강력한 공약을 재확인한다. 이를 위해 부속서 상의 “성장을 위한 G20 함부르크 기후 및 에너지 행동 계획”에 동의한다.
지속가능한 개발로의 이행 : 2030 의제의 채택은 글로벌 지속가능개발의 새로운 이정표를 제시하였다. 우리는 국가들이 이해관계자들과 함께 2030 의제의 야심차고 통합적인 이행 및 국가별 상황에 맞는 시의적절한 실현을 위해 노력할 것을 촉구한다. 우리는 국내적, 국제적 조치가, 개발도상국 지원 및 공공재 제공을 포함하여, 2030 지속가능개발 의제와 그 필수불가결한 부분인 개발재원에 관한 아디스아바바 행동의제에 더 부합하도록 할 것을 약속한다.
2030 지속가능개발의제에 대한 G20 행동계획을 기반으로, “함부르크 업데이트”는 우리의 공동의 구체적 약속을 강조한다. 우리는 지속가능한 개발에 관한 고위급 정치포럼의 중추적 역할과 지속가능개발목표 달성을 위한 UN의 여타 핵심적 절차를 지지한다. 또한 우리는 2030 의제 이행을 위한 자발적 동료 학습에 참여할 것이며 여타 주체들이 자발적 국가별 평가(UNR)를 위한 보완적 조치로서 이 중요한 프로세스에 동참할 것을 요청한다.
연례 성과평과 보고서(Annual Progress Report)는 처음으로 2030 의제의 이행에 대한 선택적 G20 공약의 이행 현황을 기록한다. 빈곤퇴치, 고용창출, 양성평등 및 여성 역량강화의 촉진제로서 포용적 금융의 중요성을 인지하면서, 우리는 포용적 금융을 위한 글로벌 파트너십(Global Partnership for Financial Inclusion)의 진행중인 노력을 지지하고 또한 2017 G20 포용적 금융 행동 계획의 채택을 환영한다. 우리는 “교육을 위한 글로벌 파트너쉽(Global Partnership for Education)”과 “교육을 지체해서는 안된다(Education Cannot Wait)”와 같은 기존의 교육 이니셔티브들을 고려하면서, UN 사무총장의 교육을 위한 국제 금융 기금의 설립 제안을 인지하고, 이에 대한 제안을 만들기 위해서 아르헨티나 의장국 하에서 더 구체적으로 논의해 나가기를 기대한다.
여성 역량강화 : 노동시장, 재산, 양질의 고용, 금융서비스에 대한 남녀의 강화된, 동등한 접근성은 성평등 및 권리의 완전한 실현뿐만 아니라 지속가능하고 포용적인 성장의 전제조건이다. 우리는 2025년까지 남녀 경제활동참가율 격차를 25% 감소시킨다는 2014년 브리즈번 공약을 이행하는 데 성과를 내고 있으나, 더욱 진전이 필요하다는 데에 동의한다. 우리는 또한 여성고용의 질적 개선, 고용차별 근절, 남녀 연금격차 완화와 여성에 대한 모든 형태의 위협으로부터 보호하기 위해 추가적 행동을 취할 것을 공약한다. 우리는 적절한 대로, 양질의 교육 및 훈련, 지원 인프라, 공공서비스, 사회보장 정책, 법제 개혁 등 제공을 통해 여성의 노동시장 접근을 개선할 것이다.
디지털화 및 정보통신기술에 대한 접근은 여성 및 소녀에 대한 포용 및 경제 역량 강화를 위한 강력한 촉매제이다. 따라서 여성 역량강화를 위한 환경 마련을 위해 과학, 기술, 공학, 수학(STEM) 분야 관련 교육 및 직업에 대한 접근 보장이 핵심이다. 우리는 디지털 경제에서의 여성과 소녀, 특히 저소득국 및 개발도상국 여성들의 기회를 증가시키고, 동등한 참여를 보장하고자 하는 #eSkills4Girls 이니셔티브 출범을 환영한다(별첨).
여성기업에 대한 지원을 강화하기 위해, 우리는 세계은행이 운영하는 여성기업가기금(We-Fi)의 출범을 환영한다(별첨). 동 기금은 포용적 금융에 대한 장애물을 줄이고 여성의 자본, 시장, 기술 지원에 대한 접근권을 향상시키며, G20 아프리카 파트너십 목표와 G20 기업가정신행동계획을 달성하고자 하는 G20의 노력을 지원할 것이다. 우리는 또한 여성기업지도자 TF를 설립할 것이며, 동 TF는 또한 W20 및 B20와의 긴밀히 협력하에 여성의 경제참여를 강화하기 위한 방안을 강구하고, 여성의 경제역량 강화 관련 G20 공약 이행에 대한 권고안을 내년 정상회의에 마련하기 위해 G20 회원국 여성 기업가들을 한 자리에 모이게 할 것이다.
식량안보, 물의 지속가능성, 농촌청년 고용을 위하여 : 물은 필수적이고 귀중한 자원이다. 식량안보를 달성하기 위하여, 우리는 지속가능한 방식으로 농업생산량과 회복력을 향상시킬 것을 공약하는 한편, 물과 물 관련 생태계가 보호되고, 관리되며, 효율적으로 활용되도록 할 것이다. ICT 잠재력을 활용하기 위해 우리는 농업분야에서의 ICT 협력강화 필요성을 강조하며 농업 종사자에 대한 고속력 디지털 서비스에 대한 접근과 농업지역을 적절하게 지원하는 것에 대한 중요성을 재확인한다. 세계식품시장의 투명성을 증진하기 위해 우리는 농업시장정보시스템(AMIS) 강화 및 동 시스템 전체 회원국의 적극적인 관여를 촉구한다. 우리는 시장기능을 개선하는 것이 곡물 가격의 변동을 줄이고 식량안보를 강화하는 데 기여한다는 것을 강조한다. 농업 종사자가 이득을 얻으며, 소비자와 함께, 국내적, 지역적, 국제적 시장에의 접근이 보장되는 것이 필수적이다.
우리는 개발도상국, 특히 아프리카에 중점을 둔 G20 농촌 지역 청년 고용 증진 이니셔티브를 출범시킨다. 동 이니셔티브는 개발도상국의 개별 국가전략과의 연계를 통해, 2022년까지 개발도상국 청년들을 위한 1.1백만 개의 새로운 직업을 창출하고, 향후 5년 동안 최소 5백만 명의 개발도상국 청년들을 위한 혁신적인 역량 강화 프로그램을 제공하는 데 기여할 예정이다. 남수단에서의 기근과 소말리아, 예멘, 북동 나이지리아 지역에서의 기근 발생 위험을 인지하면서, 우리는 UN 기관과 여타 인도주의적 및 개발 관련 기구가 생명을 구하는 데 있어 조율되고 포괄적으로 대응할 수 있도록 긴급하게 행동을 취할 것을 공약하며 지속가능한 개발을 위한 여건을 지원할 것이다. 우리는 UN의 인도주의적 지원 관련 긴급기금의 2/3을 차지하는 G20 회원국들의 기여를 높이 평가한다. 우리는 인도주의적 관여를 강화할 것이며 반복적이며 지속되는 위기의 근원을 해결하는 데 우리의 공약을 재확인한다.
자원 효율성과 해양폐기물 : 우리는 2030 지속가능 개발의제 이행에 기여하고, 지속가능 개발을 위한 우리의 공약을 재확인하기 위해 부속서에 설명되어 있는, 두개의 이니셔티브를 출범시킨다. G20 자원효율성에 관한 대화를 통해 천연자원의 이용과정 전반에서 효율성과 지속가능성을 향상시키고, 지속가능한 소비와 생산 패턴을 촉진하는 모범사례 및 국별 경험이 공유될 것이다. G20 해양폐기물 행동 계획은 해양폐기물의 사회〮경제적 측면을 포함하여, 해양폐기물 방지 및 저감을 목표로 한다.

아프리카 파트너십 : 우리는 2030 아젠다의 목표와 아프리카 국가들의 기회 및 도전요인에 대한 인식하에 G20 아프리카 파트너쉽을 마련한다. 아프리카 국가들의 요구와 열망에 대응하여, 우리의 공동 노력은 지속가능하고 포용적인 경제성장과 개발을 강화할 것이며, 이는 특히 여성·청년을 위한 양질의 일자리 창출에 기여함으로써 이주의 근본 원인인 빈곤과 불평등에 대응하는 데에 도움이 될 것이다. 아프리카 파트너쉽은 첨부에 언급된 "여성·소녀의 디지털 역량 강화 이니셔티브(eSkills4Girls)”, “농촌 지역 청년 고용”, “아프리카의 재생가능 에너지 투자 협약”과 같은 관련 이니셔티브들을 포함한다.
우리는 베를린에서 개최된 G20 아프리카 컨퍼런스의 성과들, 특히, 교육 및 역량강화 지원, 지속가능한 인프라, 투자체제 개선을 위해 공동 조치의 필요성 강조를 환영한다. 코트디부아르, 에티오피아, 가나, 모로코, 르완다, 세네갈, 튀니지의 "투자협약(Investment Compact)"에는 각국의 우선순위가 제시되었다. G20와 기타 파트너 국가들을 비롯하여 개별 아프리카 국가 및 AfDB, IMF, WBG가 주도한 동 협약은 민간 투자 촉진과 공공재원의 효율적 활용 촉진을 목적으로 한다.
우리는 관심 있는 아프리카 국가들을 도울 준비가 되었으며, 다른 파트너 국가들이 동 이니셔티브에 동참하기를 요청한다. 우리는 상호보완적인 이니셔티브를 통해 파트너쉽의 목표를 지지하며, 지속가능한 성장과 고용 창출 기여에 있어 민간부문이 아프리카에서 경제적 기회를 가지기를 촉구한다.
우리는 상호 동등 관계에 기반하여, 아프리카의 오너십(African ownership)을 매우 환영하며, 또한 우리의 공동조치가 아프리카 연합 아젠다 2063 및 그 세부 사업인 아프리카 인프라 개발(PIDA)과 같은 지역 전략 및 우선순위에 부합할 것을 약속한다. 아프리카 연합과 그 특별기구인 아프리카 신개발 협력(NEPAD)은 동 이니셔티브의 이행과 모니터링을 위한 중요한 파트너이다.
이민 이주 문제에 대한 협력 및 조율 강화: 세계는 역사적 수준의 이민, 강제 이주 문제를 경험하고 있다. 이민이 많은 정치적, 사회적, 경제적 개발 요인에 영향을 받는 반면, 강제 이주를 야기하는 주요 요인에는 분쟁, 자연재해 및 인권 유린, 착취 등이 포함된다. 이민과 강제 이주는 문제의 근원지, 경유지, 목적지 국가 대상으로 주요 관련성을 보인다. 안전하고, 질서 있고, 정규적인 이민의 사회적ㆍ경제적 혜택과 기회는 매우 중대하다. 반면, 대규모의 강제 이주와 비정규적 이민은 때로는 복잡한 문제를 야기한다.
우리는 이민자들을 위한 정례적 통로를 개발하기로 한 국가들을 지지하고, 국내적으로 결정한 통합의 중요성을 강조하고, 정규적 이민자 및 승인된 난민을 위한 공정하고 효과적인 노동시장통합을 위한 G20 정책사례를 승인한다. 우리는 국경을 통제 및 관리하고, 국가안보와 국익에 입각한 정책을 마련하며, 안전하고 인도적 지원을 받을 자격을 갖추지 못한 이주민들에 대한 송환 및 재통합 정책을 세우는 국가의 주권적 권리를 강조한다. 우리는 이민 밀입국 및 인신매매에 대응할 것이며, 밀입국자 및 인신 매매자에 대한 단호한 대응행동을 취할 것이다.
우리는 이주의 근본원인을 해결하고자 한다. 우리는 특히 사회적, 정치적, 금융적으로 높은 압박을 받고 있는 국가와 공동체에 대해 긴급하고 중장기인 방식을 통합하여 단합된 국제적 노력과 조율되고 공유된 행동을 촉구한다. 이를 위해 발생지, 경유지 국가간 파트너십 구축의 중요성을 인식한다. 우리는 해당 국가들의 지속가능한 경제 발전을 촉구할 것이다.
우리는 가능할 시 특히 본거지에 근접해 있는 난민과 이주민이 안전하게 귀향할 수 있도록 이들의 상이한 필요를 해결할 것을 공약한다. 동시에 우리는 지위를 막론하고 모든 사람들의 인권을 보호하는 동시에 위협을 받고 있는, 동행자가 없는 여성과 아이 등을 포함한 취약계층을 특별히 중요시한다.
우리는 이민 관련 거버넌스와 이주에 대한 포괄적인 대응의 개선을 촉구하며, 이에 따른 정책 도구들과 제도적 구조를 개발할 필요성을 인식한다. 따라서 우리는 2018년에 채택될 유엔 ‘난민 글로벌 컴팩트’ 및 ‘안전하고 질서 있고 정규적인 이주에 관한 글로벌 컴팩트’에 대한 UN의 진전사항을 고대한다. 우리는 전세계적 이주 및 이민과 그 경제적 결과에 대한 모니터링 필요성을 강조한다. 이를 위하여, 우리는 OECD가 ILO, IOM, UNHCR과 협력하여 매년 관련 동향 및 정책적 도전들을 보고해줄 것을 요청한다.
반부패 : 우리는 실질적인 국제협력 및 기술 지원을 포함해서 반부패를 위해 계속해서 노력하며, 2017-18 G20 반부패 행동계획의 완전한 이행을 지속할 것이다. 우리는 공공 및 민간 부문의 청렴성 증진을 목적으로 하는 4개 고위급 원칙을 승인한다. 법인의 책임에 관한 고위급원칙을 승인함으로써, 개인 범법자뿐만 아니라 부패로 이득을 취한 기업도 책임을 질 수 있도록 하고자 한다. 우리는 우리의 공공행정이 부패에 더욱 강력히 맞설 수 있도록 하고자 한다. 우리는 야생동식물 및 관련 상품의 불법거래 부패 대응을 강화할 것이다. 야생동식물 밀매는 지구의 생물다양성, 경제발전, 그리고 무엇보다도 보건, 안보에 위협이 되며, G20가 용인할 수 없는, 높은 수준의 부패에 의해 활성화된다. 우리는 또한 관세부문 부패 근절에 관한 고위급 원칙을 지지하며, 민사 및 행정절차에 관한 국제협력 촉구 가이드라인을 공표한다. 우리는 스포츠부문 청렴성 증진 업무을 지속할 것이며, 국제 스포츠기구들이 최고 수준의 국제적 청렴/반부패 기준을 준수함으로써 부패대응을 강화할 것을 촉구한다. 이와 관련, 우리는 주요 스포츠행사 유치 과정에서의 부패 위험에 대한 공동의 이해를 갖기 위해 노력할 것이다. 우리는 또한 천연자원 분야를 포함, 계약상 부패 척결을 공약한다. 우리는 모든 G20 회원국들의 UN반부패협약 비준과 이행 및 검토 프로세스의 적극적인 관여를 촉구한다.

20 Leaders´ DeclarationShaping an interconnected worldHamburg, 7/8 July 2017 G20 Leaders´ Declaration | Page 2Preamble:We, the Leaders of the G20, met in Hamburg, Germany on 7-8 July 2017 to addressmajor global economic challenges and to contribute to prosperity and well-being.Mastering the challenges of our age and shaping an interconnected world is thecommon goal of the G20 as our premier forum for international economic cooperation.The G20 revealed its strength during the global economic and financial crisis some tenyears ago when it played a crucial role in stabilising economies and financial markets.What was true then continues to hold: We can achieve more together than by actingalone.Progressing our joint objective in the G20 – strong, sustainable, balanced and inclusivegrowth – remains our highest priority.Globalisation and technological change have contributed significantly to drivingeconomic growth and raising living standards across the globe. However, globalisationhas created challenges and its benefits have not been shared widely enough. Bybringing together developed and emerging market economies, the G20 is determinedto shape globalisation to benefit all people. Most importantly, we need to betterenable our people to seize its opportunities.We are resolved to tackle common challenges to the global community, includingterrorism, displacement, poverty, hunger and health threats, job creation, climatechange, energy security, and inequality including gender inequality, as a basis forsustainable development and stability.
We will continue to work together with others,including developing countries, to address these challenges, building on the rulesbasedinternational order.Expanding on the results of previous presidencies, in particular the 2016 G20 Summitin Hangzhou, we decide today to take concrete actions to advance the three aims ofbuilding resilience, improving sustainability and assuming responsibility.G20 Leaders´ Declaration | Page 3Sharing the Benefits of GlobalisationProspering Global Economy: Current growth prospects are encouraging, though thepace of growth is still weaker than desirable. We reaffirm our commitment tointernational economic and financial cooperation to further strengthen growth andsafeguard against downside risks. We will continue to use all policy tools – monetary,fiscal and structural – individually and collectively to achieve our goal of strong,sustainable, balanced and inclusive growth, while enhancing economic and financialresilience. Monetary policy will continue to support economic activity and ensure pricestability, consistent with central banks’ mandates. Fiscal policy will be used flexibly andbe growth-friendly while ensuring debt as a share of GDP is on a sustainable path. Wereinforce our commitment to structural reforms. We reaffirm our previous exchangerate commitments. We will strive to reduce excessive global imbalances in a way thatsupports global growth. We will promote greater inclusiveness, fairness and equality inour pursuit of economic growth and job creation. To these ends, we endorse theHamburg Action Plan.Trade and Investment: International trade and investment are important engines ofgrowth, productivity, innovation, job creation and development. We will keep marketsopen noting the importance of reciprocal and mutually advantageous trade andinvestment frameworks and the principle of non-discrimination, and continue to fightprotectionism including all unfair trade practices and recognise the role of legitimatetrade defence instruments in this regard. We will strive to ensure a level playing field,in particular by promoting a favourable environment for trade and investment in thisregard. We further reaffirm the importance of transparency for predictable andmutually beneficial trade relations. To this end, we value the monitoring activities bythe WTO, UNCTAD and OECD within their existing mandates. We commit to furtherstrengthen G20 trade and investment cooperation. We call on the OECD, WTO, WorldBank Group and IMF to continue their work to better understand trade impacts andreport back to G20 Leaders in 2018.We recognise that the benefits of international trade and investment have not beenshared widely enough. We need to better enable our people to seize the opportunitiesand benefits of economic globalisation. We agree to exchange experiences on themitigation of the adjustment costs of trade and investment liberalisation andtechnological change, and on appropriate domestic policies, as well as to enhanceinternational cooperation towards inclusive and sustainable global growth. G20 Leaders´ Declaration | Page 4We underline the crucial role of the rules-based international trading system. We notethe importance of bilateral, regional and plurilateral agreements being open,transparent, inclusive and WTO-consistent, and commit to working to ensure theycomplement the multilateral trade agreements. We welcome the entry into force ofthe WTO Trade Facilitation Agreement and call for its full implementation includingtechnical assistance to developing countries. We commit to work together with allWTO members to make the eleventh WTO Ministerial Conference a success.
Tofurther improve the functioning of the WTO, we will cooperate to ensure the effectiveand timely enforcement of trade rules and commitments as well as improve itsnegotiating, monitoring and dispute settlement functions.International investment can play an important role in promoting inclusive economicgrowth, job creation and sustainable development, and requires an open, transparentand conducive global policy environment. We will seek to identify strategies tofacilitate and retain foreign direct investment.Excess Capacities: Recognising the sustained negative impacts on domesticproduction, trade and workers due to excess capacity in industrial sectors, we committo further strengthening our cooperation to find collective solutions to tackle thisglobal challenge. We urgently call for the removal of market-distorting subsidies andother types of support by governments and related entities. Each of us commits to takethe necessary actions to deliver the collective solutions that foster a truly level playingfield. Therefore, we call on the members of the Global Forum on Steel Excess Capacity,facilitated by the OECD, as mandated by the Hangzhou Summit, to fulfil theircommitments on enhancing information sharing and cooperation by August 2017, andto rapidly develop concrete policy solutions that reduce steel excess capacity. We lookforward to a substantive report with concrete policy solutions by November 2017, as abasis for tangible and swift policy action, and follow-up progress reporting in 2018.Sustainable Global Supply Chains: Global Supply Chains can be an important source ofjob creation and balanced economic growth. However challenges for achieving aninclusive, fair and sustainable globalisation remain. In order to achieve sustainable andinclusive supply chains, we commit to fostering the implementation of labour, socialand environmental standards and human rights in line with internationally recognisedframeworks, such as the UN Guiding Principles on Business and Human Rights and theILO Tripartite Declaration of Principles concerning Multinational Enterprises andSocial Policy.
Those countries that adhere to the OECD Guidelines for MultinationalEnterprises (OECD MNE Guidelines) commit to fostering them and welcome others tofollow. G20 Leaders´ Declaration | Page 5We will work towards establishing adequate policy frameworks in our countries suchas national action plans on business and human rights and underline the responsibilityof businesses to exercise due diligence. We will take immediate and effective measuresto eliminate child labour by 2025, forced labour, human trafficking and all forms ofmodern slavery. We welcome the Vision Zero Fund for to prevent work-place relateddeaths and injuries and encourage enterprises and others to join.We emphasise that fair and decent wages as well as social dialogue are other keycomponents of sustainable and inclusive global supply chains. We support access toremedy and, where applicable, non-judicial grievance mechanisms, such as theNational Contact Points for the OECD MNE Guidelines (NCPs). We will encouragemultinational companies to conclude international framework agreements asappropriate. Recognising the ongoing work of the Global Partnership for FinancialInclusion (GPFI), we promote better access to financing, technology, and trainingfacilities that help improve the capacity of micro, small and medium enterprises tointegrate into sustainable and inclusive global supply chains.Harnessing Digitalisation: Digital transformation is a driving force of global,innovative, inclusive and sustainable growth and can contribute to reducing inequalityand achieving the goals of the 2030 Agenda for Sustainable Development. To this end,we need to bridge digital divides along multiple dimensions, including income, age,geography and gender. We will strive to ensure that all our citizens are digitallyconnected by 2025 and especially welcome infrastructure development in low-incomecountries in that regard. We will promote digital literacy and digital skills in all forms ofeducation and life-long learning. We recognise that information and communicationtechnology (ICT) plays a crucial role in modernizing and increasing efficiency in publicadministration. We recognise the important role that SMEs and start-ups play in thedevelopment of a full range of new and innovative business models and will promotebetter access to financial resources and services and a more entrepreneurial friendlyenvironment.We aim to foster favourable conditions for the development of the digital economyand recognise the need to ensure effective competition to foster investment andinnovation. We will continue to promote effective cooperation of all stakeholders andencourage the development and use of market- and industry-led internationalstandards for digitised production, products and services that are based on theprinciples of openness, transparency and consensus and standards should not act asbarriers to trade, competition or innovation. They can promote interoperability andsecurity in the use of ICT. G20 Leaders´ Declaration | Page 6Trust in digital technologies requires effective consumer protection, intellectualproperty rights, transparency, and security in the use of ICT. We support the free flowof information while respecting applicable legal frameworks for privacy, dataprotection and intellectual property rights. The G20 Roadmap for Digitalisation willhelp us guide our future work.We are committed to help ensure a secure ICT environment in which all sectors areable to enjoy its benefits and reaffirm the importance of collectively addressing issuesof security in the use of ICTs.We will constructively engage in WTO discussions relating to E-commerce and in otherinternational fora with responsibilities related to various aspects of digital trade tofoster digital economy development and trade. We will sustain and improve, asappropriate, predictable and transparent frameworks on digital trade. Intensified andconcerted action is needed to enhance the ability of developing and least developedcountries to more fully engage in digital trade.Boosting Employment: Well-functioning labour markets contribute to inclusive andcohesive societies and resilient economies. Digitalisation offers the opportunity forcreating new and better jobs, while at the same time raising challenges regarding skills,social protection and job quality. We therefore recognise the need to educate and trainpeople with the necessary skills for the future of work, the importance of opportunitiesto re- and upskill throughout their working lives, and assist them to successfully adaptto change, in accordance with each member´s domestic social framework.Acknowledging the increasing diversity of employment, we will assess its impact onsocial protection and working conditions and continue to monitor global trends,including the impact of new technologies, demographic transition, globalisation andchanging working relationships on labour markets. We will promote decent workopportunities during the transition of the labour market. We look forward to acontinuous exchange on national experiences and practices.We recognise the important role of vocational education and training, including qualityapprenticeship in integrating young people into the labour market. In this regard, weacknowledge that it is particularly effective when it provides coordinated high qualityschool- and work-based learning and when it is built on cooperation amonggovernments, business communities and social partners. G20 Leaders´ Declaration | Page 7Building ResilienceResilient Global Financial System: An open and resilient financial system, grounded inagreed international standards, is crucial to supporting sustainable growth. We remaincommitted to the finalisation and timely, full and consistent implementation of theagreed G20 financial sector reform agenda. We will work to finalise the Basel IIIframework without further significantly increasing overall capital requirements acrossthe banking sector, while promoting a level playing field. We will continue to closelymonitor and, if necessary, address emerging risks and vulnerabilities in the financialsystem. We emphasise the considerable progress made towards transforming shadowbanking into resilient market based finance since the financial crisis and welcome theFSB assessment of the monitoring and policy tools available to address risks fromshadow banking. We support the FSB’s work to analyse the effects of financialregulatory reforms and the structured framework for post-implementation evaluation.Acknowledging that malicious use of ICT could endanger financial stability, wewelcome the progress of the FSB’s work and look forward to a stock-take report inOctober 2017.International Financial Architecture: We need strong, effective and representativeglobal economic and financial institutions to underpin growth and sustainabledevelopment.
As laid out in the Hamburg Action Plan, we will continue to improve thesystem underpinning international capital flows and emphasise the need to promotesound and sustainable financing practices. We will enhance the international financialarchitecture and the global financial safety net with a strong, quota-based andadequately resourced IMF at its centre. We look forward to the completion of the 15thGeneral Review of IMF Quotas, including a new quota formula, by the Spring Meetings2019 and no later than the Annual Meetings 2019, and support ongoing work tofurther enhance the effectiveness of its lending toolkit. We endorse the MDBs’ JointPrinciples and Ambitions on Crowding-In Private Finance (“Hamburg Principles andAmbitions”) and welcome their work on optimising balance sheets and boostinginvestment in infrastructure and connectivity.International Tax Cooperation and Financial Transparency: We will continue ourwork for a globally fair and modern international tax system and welcome internationalcooperation on pro-growth tax policies. We remain committed to the implementationof the Base Erosion and Profit Shifting (BEPS) package and encourage all relevantjurisdictions to join the Inclusive Framework. We look forward to the first automaticexchange of financial account information under the Common Reporting Standard(CRS) in September 2017. We call on all relevant jurisdictions to begin exchanges by G20 Leaders´ Declaration | Page 8September 2018 at the latest. We commend the recent progress made by jurisdictionsto meet a satisfactory level of implementation of the agreed international standards ontax transparency and look forward to an updated list by the OECD by our next Summitreflecting further progress made towards implementation. Defensive measures will beconsidered against listed jurisdictions. We continue to support assistance to developingcountries in building their tax capacity. We are also working on enhancing tax certaintyand with the OECD on the tax challenges raised by digitalisation of the economy. As animportant tool in our fight against corruption, tax evasion, terrorist financing andmoney laundering, we will advance the effective implementation of the internationalstandards on transparency and beneficial ownership of legal persons and legalarrangements, including the availability of information in the domestic and crossbordercontext.Safeguarding against Health Crises and Strengthening Health Systems: The G20 has acrucial role in advancing preparedness and responsiveness against global healthchallenges. With reference to the results of the G20 health emergency simulationexercise, we emphasise the value of our ongoing, trust-building, cross-sectoralcooperation. We recall universal health coverage is a goal adopted in the 2030 Agendaand recognize that strong health systems are important to effectively address healthcrises. We call on the UN to keep global health high on the political agenda and westrive for cooperative action to strengthen health systems worldwide, includingthrough developing the health workforce. We recognise that implementation of andcompliance with the International Health Regulations (IHR 2005) is critical for efficientprevention, preparedness and response efforts. We strive to fully eradicate polio.
Wealso acknowledge that mass movement of people can pose significant healthchallenges and encourage countries and International Organisations to strengthencooperation on the topic. We support the WHO´s central coordinating role, especiallyfor capacity building and response to health emergencies, and we encourage fullimplementation of its emergency reform. We advocate for sufficient and sustainablefunding to strengthen global health capacities, including for rapid financingmechanisms and the WHO’s Health Emergencies Programme. Furthermore, we see aneed to foster R&D preparedness through globally coordinated models as guided bythe WHO R&D Blueprint, such as the Coalition for Epidemic Preparedness Innovations(CEPI).Combatting Antimicrobial Resistance (AMR): AMR represents a growing threat topublic health and economic growth. To tackle the spread of AMR in humans, animalsand the environment, we aim to have implementation of our National Action Plans,based on a One-Health approach, well under way by the end of 2018. We will promote G20 Leaders´ Declaration | Page 9the prudent use of antibiotics1 in all sectors and strive to restrict their use in veterinarymedicine to therapeutic uses alone. Responsible and prudent use of antibiotics in foodproducing animals does not include the use for growth promotion in the absence ofrisk analysis. We underline that treatments should be available through prescription orthe veterinary equivalent only.
We will strengthen public awareness, infectionprevention and control and improve the understanding of the issue of antimicrobials inthe environment. We will promote access to affordable and quality antimicrobials,vaccines and diagnostics, including through efforts to preserve existing therapeuticoptions. We highlight the importance of fostering R&D, in particular for prioritypathogens as identified by the WHO and tuberculosis. We call for a new internationalR&D Collaboration Hub to maximise the impact of existing and new anti-microbialbasic and clinical research initiatives as well as product development. We invite allinterested countries and partners to join this new initiative. Concurrently, incollaboration with relevant experts including from the OECD and the WHO, we willfurther examine practical market incentive options.Improving Sustainable LivelihoodsEnergy and Climate: A strong economy and a healthy planet are mutually reinforcing.We recognise the opportunities for innovation, sustainable growth, competitiveness,and job creation of increased investment into sustainable energy sources and cleanenergy technologies and infrastructure. We remain collectively committed to mitigategreenhouse gas emissions through, among others, increased innovation on sustainableand clean energies and energy efficiency, and work towards low greenhouse-gasemission energy systems. In facilitating well-balanced and economically viable longtermstrategies in order to transform and enhance our economies and energy systemsconsistent with the 2030 Agenda for Sustainable Development, G20 members willcollaborate closely. Recalling the G20 Principles on Energy Collaboration, we regardenergy security as one of the guiding principles for the transformation of our energysystems, and we will continue to work on open, flexible, and transparent markets forenergy commodities and technologies. We welcome international cooperation on thedevelopment, deployment, and commercialisation of sustainable and clean energytechnologies and support financing by Multilateral Development Banks to promoteuniversal access to affordable, reliable, sustainable and clean energy.1 Noting differences in the G20 country definitions of the term “antibiotics” and referring here to those antibiotics with an impacton human health, including those antimicrobials that are critically important for human medicine as defined by the WHO. G20 Leaders´ Declaration | Page 10We take note of the decision of the United States of America to withdraw from theParis Agreement.
The United States of America announced it will immediately ceasethe implementation of its current nationally-determined contribution and affirms itsstrong commitment to an approach that lowers emissions while supporting economicgrowth and improving energy security needs. The United States of America states itwill endeavour to work closely with other countries to help them access and use fossilfuels more cleanly and efficiently and help deploy renewable and other clean energysources, given the importance of energy access and security in their nationallydeterminedcontributions.The Leaders of the other G20 members state that the Paris Agreement is irreversible.We reiterate the importance of fulfilling the UNFCCC commitment by developedcountries in providing means of implementation including financial resources to assistdeveloping countries with respect to both mitigation and adaptation actions in linewith Paris outcomes and note the OECD’s report “Investing in Climate, Investing inGrowth”. We reaffirm our strong commitment to the Paris Agreement, moving swiftlytowards its full implementation in accordance with the principle of common butdifferentiated responsibilities and respective capabilities, in the light of differentnational circumstances and, to this end, we agree to the G20 Hamburg Climate andEnergy Action Plan for Growth as set out in the Annex.Leading the Way towards Sustainable Development: The adoption of the 2030Agenda represented a milestone towards global sustainable development. We call oncountries to work with stakeholders to strive towards its ambitious and integratedimplementation and timely realisation in accordance with national circumstances. Wecommit to further align our actions with the 2030 Agenda for SustainableDevelopment and its integral part, the Addis Ababa Action Agenda on Financing forDevelopment, domestically and internationally, including in support of developingcountries and the provision of public goods.
Building on the G20’s Action Plan on the 2030 Agenda for Sustainable Development,the Hamburg Update emphasises our collective and concrete commitments. Wesupport the central role of the high-level political forum on sustainable developmentand other key UN processes towards achieving the Sustainable Development Goals.We will also engage in voluntary peer learning on the implementation of the 2030Agenda and call upon others to join this important exercise as a complementary actiontowards Voluntary National Reviews. G20 Leaders´ Declaration | Page 11The Annual Progress Report documents for the first time progress on selected priorG20 commitments on the implementation of the 2030 Agenda. Recognising theimportance of financial inclusion as a multiplier for poverty eradication, job creation,gender equality, and women’s empowerment, we support the ongoing work of theGlobal Partnership for Financial Inclusion and welcome the 2017 G20 FinancialInclusion Action Plan. We note the UN Secretary-General´s proposal to establish anInternational Finance Facility for education taking into account other existinginitiatives, such as the Global Partnership for Education and Education Cannot Wait,and look forward to examining it in further detail under Argentina’s Presidency with aview to making recommendations on it.Women’s Empowerment: Enhanced equal access to the labour market, property,quality employment and financial services for women and men are fundamental forachieving gender equality and full realisation of their rights as well as a prerequisite forsustainable and inclusive growth. We are making progress in achieving our 2014Brisbane commitment to reduce the gender gap in labour force participation by 25percent by 2025 but agree that more needs to be done. We also commit to take furtheraction to improve the quality of female employment and eliminate employmentdiscrimination, and reduce gender compensation gaps and provide women withprotection from all forms of violence. We will improve women´s access to labourmarkets through provision of quality education and training, supporting infrastructure,public services and social protection policies and legal reforms, where appropriate.Digitalisation and access to ICT serve as powerful catalysts for the economicempowerment and inclusion of women and girls.
Access to STEM (Science,Technology, Engineering and Mathematics) related trainings and occupations istherefore key to establish an enabling environment for women’s empowerment. Wewelcome the launch of the #eSkills4Girls initiative to promote opportunities and equalparticipation for women and girls in the digital economy, in particular in low incomeand developing countries (see Annex).In order to scale up support for women´s entrepreneurship, we welcome the launch ofthe Women Entrepreneurs Financing Initiative (We-Fi), housed at the World BankGroup (see Annex). The We-Fi will support ongoing G20 efforts to reduce barriers tofinancial inclusion and increase women´s access to capital, markets and technicalassistance as well as contribute to achieving the goals of the G20 Africa Partnershipand the G20 Entrepreneurship Action Plan. We will also establish a Business WomenLeaders’ Taskforce, which will, in close cooperation with the W20 and B20, bringtogether business women from G20 countries to examine ways to increase women´s G20 Leaders´ Declaration | Page 12participation in the economy and will make recommendations at next year’s summit onthe implementation of G20 commitments regarding the economic empowerment ofwomen.Towards Food Security, Water Sustainability and Rural Youth Employment: Water isan essential and precious resource. In order to achieve food security, we are committedto increase agricultural productivity and resilience in a sustainable manner, whileaiming to protect, manage and use efficiently water and water-related ecosystems. Inorder to harness the potential of ICT, we stress the need for strengthened cooperationon ICT in agriculture and underline the importance of access to high-speed digitalservices for farmers and of adequately serving rural areas.
To enhance transparency inglobal food markets, we call for a strengthening of the Agricultural Market InformationSystem (AMIS) and an active engagement of its entire membership. We underline thatmaking markets function better can contribute to reducing food price volatility andenhance food security. It is vital for farmers to be profitable and, along withconsumers, have access to national, regional and international markets.We launch the G20 Initiative for Rural Youth Employment in developing countries witha focus on Africa. This Initiative will, in alignment with developing countries’ strategies,contribute to creating 1.1 million new jobs by 2022 and to providing innovative skillsdevelopment programmes for at least 5 million young people over the next five years.Recognising the famine in some areas of South Sudan and risk of famine in Somalia,Yemen and North-Eastern Nigeria, we are more than ever committed to act with therequired urgency, supporting UN agencies and other humanitarian and developmentorganisations in a coordinated and comprehensive response to save lives and supportconditions for sustainable development. We recognise the contributions made bydifferent G20 members in line with the UN appeal for humanitarian assistance whichrepresents over two thirds of the funding received for immediate requirements. Wewill further strengthen our humanitarian engagement and reaffirm our commitment toaddressing the underlying causes of recurrent and protracted crises.Resource Efficiency and Marine Litter: We launch two initiatives to contribute to theimplementation of the 2030 Agenda and to reflect our commitment to sustainabledevelopment, as outlined in the Annexes. The G20 Resource Efficiency Dialogue willexchange good practices and national experiences to improve the efficiency andsustainability of natural resource use across the entire life cycle, and to promotesustainable consumption and production patterns. The G20 Marine Litter Action Planseeks to prevent and reduce marine litter, including by considering its socio-economicaspects. G20 Leaders´ Declaration | Page 13Assuming ResponsibilityAfrica Partnership: We launch the G20 Africa Partnership in recognition of theopportunities and challenges in African countries as well as the goals of the 2030Agenda.
Our joint efforts will foster sustainable and inclusive economic growth anddevelopment, in response to the needs and aspirations of African countries,contributing to create decent employment particularly for women and youth, thushelping to address poverty and inequality as root causes of migration. The Partnershipincludes related initiatives, such as #eSkills4Girls, Rural Youth Employment, AfricanRenewable Energy and facilitates investment Compacts, as outlined in the Annex.We welcome the outcomes of the G20 Africa Partnership Conference in Berlin, whichhighlighted the need for joint measures to enhance sustainable infrastructure, improveinvestment frameworks as well as support education and capacity building. Individualpriorities for “Investment Compacts” were put forward by Côte d'Ivoire, Ethiopia,Ghana, Morocco, Rwanda, Senegal and Tunisia. Led by the respective African countries,the African Development Bank, IMF and WBG as well as the G20 and other partners,these Compacts aim to mobilise private investment as well as promote efficient use ofpublic funding.We are ready to help interested African countries and call on other partners to join theinitiative. We support the goals of the Partnership through complementary initiativesas well as encourage the private sector to seize African economic opportunities insupporting sustainable growth and employment creation.Based on equal partnership, we strongly welcome African ownership and commit toalign our joint measures with regional strategies and priorities, in particular the AfricanUnion’s Agenda 2063 and its Programme for Infrastructure Development in Africa(PIDA). The African Union and its specialised agency, the New Partnership for Africa’sDevelopment (NEPAD), are important partners in its implementation and monitoring.Stepping up Coordination and Cooperation on Displacement and Migration: Theworld is experiencing historic levels of migration and forced displacement. Whilemigration is influenced by many political, social and economic developments, the maindrivers of forced displacement include conflicts, natural disasters as well as humanrights violations and abuses.
Migration and forced displacement trends are of majorrelevance for countries of origin, transit and destination. The social and economicbenefits and opportunities of safe, orderly and regular migration can be substantial.Forced displacement and irregular migration in large movements, on the other hand,often present complex challenges. G20 Leaders´ Declaration | Page 14We support those countries that choose to develop pathways for migration, underlinethe importance of nationally determined integration and endorse the G20 PolicyPractices for the Fair and Effective Labour Market Integration of Regular Migrants andRecognised Refugees. We emphasise the sovereign right of states to manage andcontrol their borders and in this regard to establish policies in their own nationalinterests and national security, as well as the importance that repatriation andreintegration of migrants who are not eligible to remain be safe and humane. Wecommit to countering migrant smuggling and trafficking in human beings and we aredetermined to take action against people smugglers and traffickers.We seek to address the root causes of displacement. We call for concerted globalefforts and coordinated and shared actions, in particular with respect to countries andcommunities that are under high social, political and financial pressure, and forcombining both an emergency approach and a long-term one. To this end, weacknowledge the importance of establishing partnerships with countries of origin andtransit.
We will promote sustainable economic development in those countries.We commit to addressing the distinct needs of refugees and migrants, in particularclose to their region of origin and, when applicable, to enable them to return homesafely. At the same time, we place special emphasis on vulnerable groups, includingwomen at risk and children, particularly those unaccompanied, and to protecting thehuman rights of all persons regardless of their status.We call for improving the governance of migration and providing comprehensiveresponses to displacement and recognise the need to develop tools and institutionalstructures accordingly. Therefore, we look forward to the outcome of the UN processtowards Global Compacts on Refugees and for Safe, Orderly and Regular Migration,both envisaged to be adopted in 2018. We emphasise the need for monitoring globaldisplacement and migration, as well as its economic consequences. To this end, we askthe OECD, in cooperation with ILO, IOM and UNHCR, to update us annually on trendsand policy challenges.Fighting Corruption: We remain committed to fighting corruption, including throughpractical international cooperation and technical assistance, and will continue to fullyimplement the G20 Anti-Corruption Action Plan 2017-18. We endorse four sets ofHigh Level Principles aimed at fostering integrity in the public and private sector.
Byendorsing the High Level Principles on the Liability of Legal Persons, we commit toensuring that not only individual perpetrators but also companies benefitting fromcorruption can be held liable. We commit to organising our public administrations to G20 Leaders´ Declaration | Page 15be more resilient against corruption. We will intensify our fight against corruptionrelated to illegal trade in wildlife and wildlife products. Wildlife trafficking is a threat tothe planet’s biodiversity, economic development, and, among others, health andsecurity, and is facilitated by high levels of corruption, which the G20 cannot tolerate.We also endorse the High Level Principles on Countering Corruption in Customs andpublish a guide on requesting international cooperation in civil and administrativeproceedings. We will continue our work to address integrity in sports and urgeinternational sports organisations to intensify their fight against corruption byachieving the highest global integrity and anti-corruption standards. In this respect, westrive for a common understanding regarding corruption risks in bids to host majorsport events.
We are also committed to fighting corruption in contracts, including inthe natural resources sector.
